William H. Foucar, a member of the Lycoming Law Association, died February 4, 1952.

REPORT OF COMMITTEE

To the honorable Charles Scott Williams, President Judge.

To the honorable Charles F. Greevy, Judge.

Your Committee, appointed to draft suitable Resolutions on the death of WILLIAM H. FOUCAR, ESQUIRE, a member of the Bar of Lycoming County, Pennsylvania, respectfully makes report as follows:

WILLIAM H. FOUCAR was born on the Fourth day of July, 1885, in Muncy, Pennsylvania, the son of Augustus and Mame Foucar. He was one of two children. His father was a prominent business man of Muncy, Pa., and William H. Foucar spent his early life in Muncy where he attended the local schools and was a graduate of the Muncy Normal School. Following his graduation from Muncy Normal School he attended the law school of Valparaiso University, Valparaiso, Indiana and obtained his degree in law from that institution. He began the practice of law in Chicago, Illinois then transferred his practice to Waupaca, Wisconsin where he lived until 1931 at which time he returned to Muncy, Pennsylvania his native town where he established a practice of law.

He first married Mary Welstead of Chicago, Illinois and of this marriage his only child was born, William Foucar, who now resides near Baltimore, Maryland. His first wife died in 1945 and in the year 1947 he married Mrs. Isabelle Bates Anthony of Williamsport, Pa., who survives him.

William H. Foucar served his country honorably during World War I, having been stationed with the Cavalry at Fort Riley, Kentucky.

Mr. Foucar was a member of Muncy Post No. 268 American Legion and of the Forty & Eight Club. Additionally he was a member of the Elks Club, Lodge No. 123 Waupaca, Wisconsin F. and A. M., a charter member and organizer of the Muncy Rotary Club ; an organizer of Muncy Home Week in 1936; a founder of the Muncy Historical Society and treasurer of the Muncy Band Association ; and a member of the Presbyterian Church in Muncy, Pennsylvania; his legal affiliations were the Lycoming Bar Association and the Pennsylvania Bar Association.

The Committee recommends the adoption of the following resolutions:

WHEREAS, mortal life, as it must to all, has removed from our midst our friend and associate, William H. Foucar; and,

WHEREAS, we mourn his loss and wish to pay our tribute to his memory.

NOW, THEREFORE, BE IT RESOLVED, that the bench and bar of Lycoming County and the Commonwealth of Pennsylvania have lost a gentle, albeit, sincere and able member, the community a civic leader, the United States of America one of its gallant soldiers, and the organizations of which he was a member and founder, one of its zealous workers, his clients a true advocate and others a considerate friend.

And, further, that these Resolutions be spread at length upon the Minutes of this Court, and that a copy thereof be furnished to his family under the seal of said Court.
