Harry Swank Phillips, a member of the Lycoming Law Association, died September 8, 1962.

REPORT OF COMMITTEE

To the honorable, the Judges of Said Court:

The Committee appointed by your Honorable Court to prepare Resolutions concerning the death of Harry Swank Phillips, Esquire, reports as follows:

Harry Swank Phillips was born April 6, 1906 at Johnstown, Pennsylvania. He was the son of Frank Davies and Ida Swank Phillips.

Harry Swank Phillips attended Johnstown public schools and in 1923 was graduated cum laude from Johnstown High School. After attending Mercersburg Academy, he was graduated from Amherst College in 1928, receiving a Bachelor of Arts degree. He received his Bachelor of Laws degree from the Dickinson school of Law in 1932.

He married Lois Green on June 12, 1933. One child was born to this marriage, Jonathon G. Phillips, who is employed at Radio Station WRAK of this city. His wife, son, and a sister, Mrs. William Lloyd Hughes, of Johnstown, survive him.

He was formerly a Director of Hiram Swank’s Sons, Inc., manufacturers of fire brick at Johnstown. The firm was founded in 1856 by his grandfather.

Mr. Phillips moved to Jersey Shore in 1934 and became a city resident in 1941. He was admitted to the practice of law in Lycoming County in 1935, and was associated with the late Charles F. Greevy until the time of Mr. Greevy’s death.

President of the Lycoming Law Association in 1944, he was also a former Lycoming County Law Librarian, and Secretary of the Committee on Ethics and Chairman of the Continuing Legal Education Committee of the Lycoming Law Association. He was also a member of the Pennsylvania and American Bar Associations.

In addition to Lycoming County Courts, he was admitted to practice before the United States Supreme Court, Pennsylvania Supreme Court, United States Middle District Court, interstate Commerce Commission and United States Treasury Department.

He was a former United States Commissioner and served two terms as Assistant Lycoming County District Attorney. He was also solicitor for the county controller and served two years as solicitor for the Pennsylvania State Association of County Controllers.

Mr. Phillips served his community in many capacities:

He was a member of St. Mark’s Lutheran Church and a member of its Church Council for many years.

He was first President of the Young Men’s Bureau (which has become the Junior Chamber of Commerce) and served one year as President of the Williamsport Chamber of Commerce.

He was Secretary of the Lycoming County Crippled Children’s Society and a member of its State Board of Directors when the group was affiliated with the state agency.

He was a Director and Solicitor of the Park Home.

Mr. Phillips was an original member of the Board and Executive Committee of the Brandon Little League and a former Director of the Williamsport Grays Baseball Association.

He was a member of La Belle Vallee Lodge No. 232, F. and A. H., Jersey Shore; Williamsport Consistory, Delta Tan Delta Fraternity at Amherst, and the Ross Club, of which he was a former Secretary.

He was a past Secretary of the Lycoming County Republican Committee.

He was a Director of the Visiting Nurse Association of Lycoming County.

Harry Swank Phillips died suddenly at 3 :30 p. m. on Saturday, September 8, 1962, at his home, he had been in good health and his unexpected death was a shock to the community.

Your Committee recommends the adoption of the following Resolutions:

BE IT RESOLVED that in the passing of Harry Swank Phillips, there has been a loss to the Bar of Lycoming County of an able and conscientious member who upheld the highest traditions of the legal profession, to the community of a useful and valued citizen, to his family of a kind and loving husband, father and brother, and to his friends and acquaintances of a fine gentleman.

BE IT FURTHER RESOLVED, that a copy of these Resolutions be spread upon the records of this Court and that copies of the same he sent to his widow, his son, and his sister.
