November 2022 PBA House of Delegates Meeting

Several Lycoming Law Association members attended the PBA House of Delegates meeting on Friday, November 18: John Pietrovito, Rita Alexyn, Bill Carlucci and Corey Mowrey. Also attending - Executive Director, Michele Frey.

Delegate John Pietrovito provided the following report:

The following actions were taken at the House of Delegates ("HOD") meeting on November 18, 2022 in Harrisburg, PA.

  1. The HOD voted to have the PBA oppose a proposed Constitutional Amendment that would allow the PA General Assembly to disapprove a regulation and circumvent the existing procedure for passing regulations.
  2. The HOD voted to have the PBA oppose a proposed Constitutional Amendment that would require electors to produce government identification when voting in person or by mail.
  3. The HOD voted to approve changes to the PBA Bylaws to allow future conduct of HOD meetings to be conducted in a hybrid manner which would allow attendance in-person and virtually rather than solely in-person. A delegate who wishes to attend virtually would have to request permission to do so and meet criteria that are the same as the reasons for being excused from attending in person. Since this is an amendment to the Bylaws, it required a 2/3 vote of the HOD.
  4. There were two (2) Memorial Resolutions. One for PA Supreme Court Chief Justice Max Baer and one for Michael A. Sand, Esquire.
  5. The following nominations of PBA Officers were reported: Secretary - Jacqueline B. Martinez; Treasurer - Kelly A. Mroz; Chair of HOD - James A. Wells; Vice President - Kristen B. Hamilton. They will be voted into office at the HOD meeting in May 2023.
